Type %appdata% on the search bar, then click "The Creative Assembly," "Empire," and finally "Scripts." On preferences.empire_script find the "campaign_unit_multiplier" and tweak it to your liking. If you want a higher unit count, simply go to the scripts for Empire Total War. If you want more than two turns a year, this will allow you to change it to three or four turns per year along with many other options.
